Televisions are a necessity though. I cancelled my DirecTV a while ago and I suspect that due to the lack of constant media exposure I may be developing some offensive views.
In all seriousness though, people need their TVs, tax those progressively; the more expensive, the more % tax they pay.
< $500 = 0%
$500 - $799 = 9%
$800 - $1199 = 15%
$1200 - $2599 = 26%
$2600 - $9999 = 33%
$10,000+ = 45%
$100,000+ = 66%
Or whatever; the greater the luxury, the greater the luxury tax.
